Dear Mr. Smith:

This is to acknowledge receipt of your 10 June 1996 Freedom of Information Act (FOIA) request which you have indicated is a follow up to your FOIA request numbered F96-0494. Specifically, you are now requesting information which would cover "1969-72 Phung Hoang/Phoenix Program," and specifically the following operations:

  • Black Eye
  • Group Hand
  • Map Link
  • Red Team
  • Green Team
  • Blue Team

With respect to your request numbered F96-0494, as you will recall, our 19 April 1996 letter (enclosed) forwarded 76 pages of previously released information located under the title Phoenix. Further, our 28 June 1996 letter (also enclosed) concerning your FOIA request numbered F96-1038 provided you with 47 pages of previously released information located under the title Phung Hoang. Therefore, we now consider all action on these requests to be complete. Therefore, we have assigned your 10 June request reference number F96-1087.

With respect to the operations listed above, we searched our computerized system of previously released information under the operational titles listed and were unable to locate.

We will hold your request in abeyance for 45 days from the date of this letter pending your commitment to pay all fees incurred and under the conditions stated above.
